ยื่นแถลงการณ์คัดค้านระเบียบเลือกตั้งประกันสังคม และเรียกร้องเพิ่มสิทธิผู้ประกันตน
เมื่อวันที่ 10 กุมภาพันธ์ 2569 สถาบันแรงงานและเศรษฐกิจที่เป็นธรรม เข้าร่วมกับสหภาพคนทำงานและเครือข่ายสหภาพแรงงาน ยื่นแถลงการณ์ต่อสำนักงานประกันสังคมเพื่อคัดค้านร่างระเบียบการเลือกตั้งคณะกรรมการประกันสังคมฉบับใหม่ โดยเครือข่ายแรงงานแสดงกังวลว่าการเปลี่ยนแปลงกติกาอาจลดอำนาจการมีส่วนร่วมของฝ่ายลูกจ้างและจำกัดการรวมตัวของผู้ประกันตนในการส่งตัวแทนเข้าไปทำหน้าที่ในบอร์ดประกันสังคม
นอกจากนี้ เครือข่ายแรงงานยังสะท้อนปัญหาเกี่ยวกับระบบประกันสังคมที่ยังไม่สอดคล้องกับสภาพการทำงานและค่าครองชีพในปัจจุบัน แม้กองทุนประกันสังคมจะมีเงินลงทุนสะสมจำนวนมาก แต่ผู้ประกันตนจำนวนมากยังเผชิญกับสิทธิประโยชน์ที่ต่ำ การจ่ายสิทธิที่ล่าช้า และภาระในการติดตามเรื่องด้วยตนเอง รวมถึงปัญหาการเข้าถึงบริการทางการแพทย์ที่ยังมีความไม่เท่าเทียม
ในการยื่นแถลงการณ์ครั้งนี้ เครือข่ายแรงงานได้เรียกร้องให้ทบทวนร่างระเบียบการเลือกตั้งดังกล่าว พร้อมทั้งเสนอให้มีการเพิ่มสิทธิประโยชน์สำหรับผู้ประกันตน เช่น การเข้าถึงการรักษาพยาบาลโดยไม่ต้องจ่ายส่วนต่างในบางกรณี การเพิ่มสิทธิด้านทันตกรรม และการเพิ่มอัตราเงินทดแทนกรณีว่างงาน เพื่อให้ระบบประกันสังคมเป็นหลักประกันความมั่นคงที่สอดคล้องกับชีวิตของคนทำงานมากขึ้น

“คนทำงานแพลตฟอร์ม” กับ “ประกันสังคม”
เมื่อวันที่ 17 กุมภาพันธ์ 2569 สถาบันแรงงานและเศรษฐกิจที่เป็นธรรม ร่วมกับสหภาพคนทำงาน จัดกิจกรรมอบรมในหัวข้อ “คนทำงานแพลตฟอร์มกับการเข้าถึงประกันสังคม” เพื่อเปิดพื้นที่ให้คนทำงานแพลตฟอร์มได้มาพูดคุยและเรียนรู้ร่วมกันว่าสิทธิและความคุ้มครองที่เกี่ยวข้องกับชีวิตการทำงานของตนเองมีอะไรบ้าง และอะไรที่ยังขาดหายไป
ตลอดทั้งวัน ผู้เข้าร่วมแลกเปลี่ยนประสบการณ์จากชีวิตจริง ทั้งอุบัติเหตุระหว่างส่งออเดอร์ การวิ่งงานขณะตั้งครรภ์ การเป็นแม่เลี้ยงเดี่ยว ไปจนถึงกรณีเสียชีวิตกะทันหันที่ส่งผลกระทบต่อครอบครัวอย่างหนัก เรื่องเหล่านี้ไม่ใช่เหตุการณ์เฉพาะบุคคล แต่เป็นการตอกย้ำถึงความเปราะบางของคนทำงานแพลตฟอร์มจำนวนมาก โดยเฉพาะผู้ที่ยังอยู่นอกระบบประกันสังคม
กิจกรรมนี้ชวนผู้เข้าร่วมย้อนมองพัฒนาการของขบวนการแรงงานไทย เพื่อให้เห็นว่าสิทธิแรงงานที่มีในวันนี้ เช่น สิทธิลาคลอดหรือประกันสังคม ล้วนเกิดจากการรวมตัวต่อสู้ของแรงงาน ขณะเดียวกัน เมื่อมองกลับมาที่สถานการณ์ของแรงงานแพลตฟอร์มในปัจจุบัน ก็ยิ่งเห็นชัดถึงปัญหาการนิยามสถานะการจ้างงาน และช่องว่างทางกฎหมายที่ทำให้คนทำงานจำนวนมากยังไม่ได้รับความคุ้มครองในฐานะแรงงานอย่างเต็มที่
ในช่วงกิจกรรมเชิงปฏิบัติ ผู้เข้าร่วมได้ร่วมกันออกแบบ “สิทธิที่อยากได้” สำหรับคนทำงานแพลตฟอร์ม ไม่ว่าจะเป็นการรักษาพยาบาล เงินทดแทนการขาดรายได้ เงินสงเคราะห์บุตร บำนาญชราภาพ และค่าทำศพ ภาพที่เห็นชัดเจนคือ คนทำงานต้องการระบบประกันสังคมที่ครอบคลุมและเป็นธรรม ไม่ใช่ความคุ้มครองแบบกระจัดกระจายหรือผูกกับเงื่อนไขของแต่ละแอป
อีกช่วงสำคัญคือการถอดบทเรียนจากกรณีศึกษา ให้ผู้เข้าร่วมลองคิดตามว่าหากเกิดอุบัติเหตุ หยุดงานกะทันหัน ไปจนถึงเหตุไม่คาดฝันอื่น ๆ จะมีสิทธิอะไรคุ้มครองบ้าง ต้องติดต่อใคร ใช้กลไกใด และเพียงพอหรือไม่ การแลกเปลี่ยนนี้ทำให้เห็นว่าระบบที่มีอยู่ต้องพึ่งหลายช่องทาง ทั้ง พ.ร.บ. รถจักรยานยนต์ บัตรทอง หรือประกันของแพลตฟอร์มที่มีเงื่อนไขแตกต่างกัน และมักไม่ครอบคลุมรายได้ที่หายไปหรือความมั่นคงระยะยาว
กิจกรรมครั้งนี้เป็นพื้นที่ให้คนทำงานได้ทบทวนสถานการณ์ของตนเอง และทำความเข้าใจต่อโครงสร้างของระบบความคุ้มครองที่มีอยู่ และเพื่อให้มองเห็นพลังของการรวมกลุ่มในการผลักดันความคุ้มครองที่เท่าเทียม

What Happened This Month
Statement Submitted Opposing New Social Security Election Regulations
and Calling for Expanded Benefits
On 10 February 2026, the Just Economy and Labor Institute joined the Workers’ Union and a network of labor unions in submitting a statement to the Social Security Office opposing the proposed regulation on the election of the Social Security Board. Labor networks expressed concern that some proposed changes could reduce workers’ participation and limit insured workers’ ability to organize and send representatives to the Social Security Board.
The network also raised broader concerns about the Social Security system, noting that it has not kept pace with current working conditions and the rising cost of living. Despite the Social Security Fund holding significant investment assets, many insured workers continue to face low benefits, delayed payments, and the burden of following up on claims themselves. There are also ongoing concerns about unequal access to healthcare services.
In the statement, the labor network called for a review of the draft election regulation and proposed improvements to Social Security benefits, including access to certain medical procedures without additional charges, expanded dental benefits, and higher unemployment compensation rates. These demands aim to ensure that the Social Security system provides stronger and more meaningful protection for workers.

“Platform Workers” and “Social Security”
On 17 February 2026, the Just Economy and Labor Institute, together with the Workers’ Union, organized a training session titled “Platform Workers and Access to Social Security.” The activity created a space for platform workers to come together, discuss, and learn about the rights and protections related to their working lives, while also reflecting on what protections are still missing.
Throughout the day, participants shared experiences from their everyday lives, including accidents while delivering orders, working while pregnant, raising children as single parents, and cases of sudden death that left families facing severe hardship. These stories are not isolated incidents. They reflect the broader vulnerability faced by many platform workers, particularly those who remain outside the social security system.
The training also invited participants to look back at the history of the labor movement in Thailand. This helped highlight how many labor rights today, such as maternity leave and social security, were achieved through collective organizing and struggle. At the same time, discussions about the current situation of platform workers revealed ongoing challenges in defining employment status and legal gaps that leave many workers without adequate protection.
During the interactive sessions, participants worked together to imagine the “rights they want to see” for platform workers. These included access to healthcare, income replacement, child benefits, old-age pensions, and funeral assistance. It’s clear that workers want a social protection system that is comprehensive and fair, rather than fragmented protections tied to the conditions of individual platforms.
Another key activity involved examining case studies and asking participants to consider what protections would be available if they experienced accidents, sudden work interruptions, or other unexpected events. The discussion showed that workers often rely on multiple systems, including motorcycle insurance, the universal healthcare scheme, and platform-provided insurance with different conditions. However, these systems often fail to compensate for lost income or provide long-term security.
The activity created a space for workers to reflect on their own situations, better understand the structure of existing protection systems, and recognize the importance of collective action in pushing for fair and inclusive social protection.

- The Philippine National Union of Food Delivery Riders (RIDERS-SENTRO) issued an open letter to the International Labour Organization (ILO) opposing a recent study claiming that riders earn more than the minimum wage. The union argued that the conclusion does not reflect the reality of riders’ daily lives, where workers often face long working hours, unstable income, and must bear many work-related costs themselves, including fuel, internet, maintenance, depreciation, and unpaid waiting time. - Gig and platform workers in India, led by the Gig and Platform Service Workers Union (GIPSWU), held a nationwide strike on 3 February 2026 at Jantar Mantar in New Delhi, demanding basic labor rights. Workers raised concerns about opaque account suspensions, unstable pay, high work-related costs, and unsafe working conditions, particularly for women. - The ILO reported that the global youth unemployment rate (ages 15-24) rose to 12.4% in 2025, while around one in five young people worldwide, about 257-260 million, are NEET (not in education, employment, or training). The problem is particularly severe in low-income countries and raises concerns about lost opportunities for young people to build skills and work experience. Draft Convention and Recommendation
The International Labour Organization (ILO) released the Blue Report on the draft Convention and Recommendation on Decent Work in the Platform Economy on 2 March 2026. The report will serve as a key foundation for discussions on developing international labor standards for platform work at the upcoming International Labour Conference (ILC) in June this year.
