The first month of 2025 has already flown by. It was surprisingly cold for quite some time, a rare treat for those of us in Thailand. However, as the weather changes, we now face the persistent issue of PM2.5 pollution, which affects everyone, especially those working outside with little protection like riders. Just a reminder to take extra care of your health during these conditions.
This year also began with significant global events, including the inauguration of the new U.S. president, which we must acknowledge affects much of the world. It’s essential for those affected to remain resilient in the face of challenges as we move forward.
At JELI, we’ve kicked off the year with renewed energy. This month, we met with the “Thai Therapy Spa at Home” to support the collective of massage therapists and develop plans for sustainable operations in 2025. We also connected with a new group of migrant workers in Samut Songkhram province to empower their collective voice and learn more about their challenges.
In this edition, we share a powerful example of alternative organizing and collective action through the creation of social enterprise, how it started, and where it’s headed. Stay tuned for more on this inspiring story!
Our Work This Month
JELI Supports “Thai Therapy Spa at Home” in Meeting to Plan 2025 Social Enterprise Structure Development
On January 15, 2025, JELI Officers participated in a meeting with members of the social enterprise “Thai Therapy Spa at Home” to discuss strategies for group development and planning for operations in 2025.
“Thai Therapy Spa at Home” is a collective of massage therapists aimed at promoting unity within the group, improving the quality of life, and providing stable income for the former app-based massage therapists who lack sufficient protection. The initiative also focuses on sustainable business development. The group has been operating since 2019 and was officially registered as a social enterprise in 2023.
However, the business faces several structural challenges. The meeting worked on a comprehensive plan for 2025, addressing issues related to management, finance, and public relations to promote effective and stable development. The main action is to register as a legal entity for enhanced credibility when working with large companies and smoother financial transactions. Eventually, the name will be changed to “Thai Care Co-Op.”
Thai Care Co-op will continue its operations, focusing on creating valuable employment and mutual support among skilled massage therapists by:
- Enhancing skills by having experienced massage therapists train others
- Promoting the profession of massage therapy through social media across all channels.
- Raising the level of employment to improve welfare for members.

Migrant Community Outreach: Bangjakreng, Samut Songhram
On January 12, 2025, a JELI labor organizer met with a group of Karen migrant workers from Dawei, Myanmar, who work in construction and oyster harvesting. The meeting, held in Bangjakreng, Samut Songkhram, aimed to establish a labor group and strengthen the collective voice of migrant workers.
The workshop provided a platform for workers to share their experiences, challenges, and obstacles while fostering dialogue through a human rights approach. Participants discussed their fundamental needs, which were identified as:
- The rights to health and access to healthcare services: Free from medical debt.
- The rights to employment security: Guaranteed daily wages with timely payments and no deductions by middlemen. Income should be sufficient to support their families and avoid debt.
- The rights to affordable and safe housing: Access to their own living spaces.
- Reasonable costs for identity documents process: Currently, the cost is approximately 12,000 baht per person.
The “Human Boat” activity was designed to explore participants’ understanding of human rights, dignity, and their responsibilities as workers in Thailand. In this exercise, participants were asked to imagine being passengers on a sinking ship and decide who should be saved and why. It’s an engaging activity that sparked discussions about fairness, values, and collective decision-making.
Following the activity, participants engaged in group discussions about their interests, opportunities, and the feasibility of forming a labor group. The initial feedback indicated a strong interest in organizing, inspired by successful examples from labor groups in other provinces. However, workers also expressed hesitancy about negotiating with employers, particularly on sensitive issues like unpaid wages, due to fears of retaliation or harm. Despite these concerns, they expressed interest in training on wage-related rights, dispute resolution methods, and obtaining driving licenses.

“Social Enterprise” as an Alternative Organizations of Thai Massage Therapists
The massage therapy profession in Thailand is shaped by both public perception and employment structures. Many people wrongly associate massage therapists with sex work, leading to stigma and misunderstandings that affect their work environment. In terms of employment, therapists work in different settings but face similar challenges. Some massage therapists work as employees in massage parlors with strict rules and systemic exploitation, while others are freelancers or platform-based therapists who face risks such as sexual harassment and job insecurity. Despite being an iconic profession that contributes significantly to Thailand’s global reputation, massage therapists remain fragmented across various sectors, making collective organizing a challenge.
Around three years ago, a Facebook group called Thai Therapy Spa at Home emerged, providing a platform for clients to easily book home-based massage services. But how did this group of massage therapists come together?
In 2019, just before the COVID-19 pandemic, a small group of therapists began discussing ways to improve their quality of life. Initially, the group focused on sharing job opportunities among members without any fees. As the group grew, deeper issues came to light, such as the lack of social protections for freelancers and platform-based workers. Seeing colleagues struggle with the uncertainty of their work, the group began to consider how they could create a more concrete solution to improve both job security and the welfare system.
From Informal Network to Social Enterprise
Starting with 12 founding members and around 60-70 participants, the group sought guidance from the Just Economy and Labor Institute on forming a collective. The group transitioned into a social enterprise in 2023, aiming to provide fair employment opportunities and welfare benefits for massage therapists without pursuing profit.
The social enterprise now operates with a more structured system. Job assignments are distributed by district in Bangkok, ensuring fair access to work. Members can consult the group for support when facing challenges, and the organization is working to establish a welfare fund by allocating 20% of earnings from each massage session.
Building the Future
At present, the social enterprise has also encountered structural challenges that need to be addressed for long-term growth. During recent meetings, members worked on a comprehensive plan to improve management, strengthen financial stability, and enhance public outreach. The group has decided to adopt a new name and will soon rebrand as Thai Care Co-Op, reflecting its cooperative structure and broader goals.
Looking ahead, Thai Care Co-Op aims to deepen its impact by building a robust foundation for collective action. Advanced massage therapists within the group are mentoring less experienced members for skill development and professionalism. Efforts are also underway to promote the massage therapy profession through a strategic social media presence, which will highlight its cultural and economic value.
By addressing these structural issues and focusing on sustainable development, Thai Care Co-Op is not only improving the livelihoods of massage therapists but also demonstrating that such change is possible across other professions. The key to success lies in the strength of collective efforts, understanding the challenges faced by workers in various fields, and supporting one another to create real and practical change.
Organizing labor through a social enterprise model presents one innovative way to tackle labor challenges. By blending social objectives with sustainable business practices, this model provides much-needed protections for underserved workers like freelance and platform workers.
Thai Therapy Spa at Home stands as a powerful example of what can be achieved when workers come together. While there is still a long road ahead, the group is also paving the way toward greater labor equity in Thailand.

เดือนแรกของปี 2025 ผ่านไปอย่างรวดเร็ว มกราคมปีนี้ดูเหมือนอากาศจะเย็นกว่าปีที่ผ่านๆ มา เรียกว่าเป็นเรื่องที่พบเจอได้ยากในประเทศไทย อย่างไรก็ตาม เมื่อสภาพอากาศเปลี่ยนแปลง เราก็กลับมาเผชิญกับปัญหามลพิษฝุ่น PM2.5 อีกครั้งและยังเป็นปัญหาที่เรื้อรังต่อเนื่องมาเป็นเวลานาน ส่งผลกระทบต่อการดำเนินชีวิตประจำวันของทุกๆ คน โดยเฉพาะผู้ที่ต้องทำงานกลางแจ้งอย่างเลี่ยงไม่ได้อย่างไรเดอร์ ดังนั้น ขอให้ทุกคนดูแลรักษาสุขภาพเป็นพิเศษในช่วงวิกฤตมลพิษนี้
ปีนี้เริ่มต้นด้วยเหตุการณ์สำคัญระดับโลกอย่างการสาบานตนของประธานาธิบดีสหรัฐฯ คนใหม่ ซึ่งต้องยอมรับว่าเป็นความเคลื่อนไหวที่ส่งผลกระทบต่อเศรษฐกิจและการเมืองโลกอย่างแท้จริง สิ่งสำคัญคือการเตรียมพร้อมรับแรงกระแทกที่จะตามมาและมีกำลังใจในการเผชิญหน้ากับความท้าทายที่กำลังจะเกิดขึ้นต่อไปในอนาคต
สำหรับ JELI เราเริ่มต้นปีใหม่อย่างมีพลัง เดือนนี้เราได้พบปะหารือกับกลุ่ม “Thai Therapy Spa at Home” เพื่อสนับสนุนการวางแผนการดำเนินงานปี 2025 ในการพัฒนากิจการเพื่อสังคมอย่างยั่งยืน นอกจากนี้ เรายังได้ลงพื้นที่จัดกิจกรรมให้กับกลุ่มแรงงานข้ามชาติในจังหวัดสมุทรสงครามเพื่อสนับสนุนการรวมกลุ่มและทำความเข้าใจถึงปัญหาที่ทางกลุ่มกำลังเผชิญ

เมื่อวันที่ 15 มกราคม 2025 เจ้าหน้าที่สถาบันแรงงานและเศรษฐกิจที่เป็นธรรมเข้าประชุมร่วมกับสมาชิกจากกิจการเพื่อสังคม (Social Enterprise) “Thai Therapy Spa at Home – นวดสปาได้ที่บ้าน” เพื่อวางแผนแนวทางการพัฒนาโครงสร้างองค์กร ส่งเสริมการรวบรวมกลุ่มและวางแผนการดำเนินการประจำปี 2025 เพื่อการเติบโตอย่างยั่งยืน
Thai Therapy Spa at Home – นวดสปาได้ที่บ้าน เป็นการรวมกลุ่มของหมอนวด โดยมีเป้าหมายเพื่อสร้างความสามัคคีในกลุ่ม พัฒนาคุณภาพชีวิต และสร้างรายได้ที่มั่นคงให้กับหมอนวดฟรีแลนซ์และแพลตฟอร์มที่ไม่ได้รับความคุ้มครองอย่างเพียงพอ ควบคู่ไปกับการพัฒนากิจการให้มีความยั่งยืน โดยทางกลุ่มได้เริ่มก่อตั้งและดำเนินการมาตั้งแต่ปี 2019 จนได้จดทะเบียนเป็นกิจการเพื่อสังคมในปี 2023
ทั้งนี้ กิจการยังคงติดขัดปัญหาทางโครงสร้างหลายประการ ที่ประชุมจึงได้ร่วมวางแผนการดำเนินงานปี 2025 ที่ครอบคลุมทั้งประเด็นการบริหาร การเงิน การประชาสัมพันธ์ ให้เกิดการพัฒนาอย่างมีประสิทธิภาพและมั่นคง โดยการดำเนินการหลักคือการจดทะเบียนเป็นนิติบุคคล เพื่อความสะดวกในการทำธุรกรรมทางการเงินและเสริมความน่าเชื่อถือในการรับงานจากบริษัทหรือองค์กรขนาดใหญ่ และจะเปลี่ยนชื่อเป็น “Thai Care Co-op”
Thai Care Co-op จะดำเนินงานเพื่อเน้นการสร้างอาชีพที่มีคุณค่าและการหนุนช่วยระหว่างกลุ่มหมอนวด
- ยกระดับทักษะฝีมือด้วยการให้หมอนวดที่มีทักษะการนวดระดับสูงถ่ายทอดให้กับหมอนวดที่ยังขาดทักษะฝีมือ
- สร้างหมอนวดรุ่นใหม่ ประชาสัมพันธ์ผ่านช่องทางโซเซียลมีเดีย
- ยกระดับการจ้างงานให้สูงขึ้นเพื่อสร้างสวัสดิการให้กับสมาชิก

JELI สำรวจเพื่อจัดตั้งกลุ่มแรงงานใหม่: ตำบลบางจะเกร็ง จังหวัดสมุทรสงคราม
เมื่อวันที่ 12 มกราคม 2568 เจ้าหน้าที่ได้จัด JELI กิจกรรมประชุมเชิงปฏิบัติการ (workshop) เพื่อจัดตั้งกลุ่มและเสริมพลังแรงงานข้ามชาติ ตลอดจนแลกเปลี่ยนสถานการณ์อุปสรรคปัญหาด้านแรงงาน ให้กับแรงงานชาติพันธุ์เมียนมา กะเหรี่ยง ทะวาย ที่รับจ้างก่อสร้างและตัดหอย ณ บ้านทะเลสีครีมรีสอร์ท ตำบลบางจะเกร็ง อำเภอเมือง จังหวัดสมุทรสงคราม
วิทยากรอาศัยรูปแบบจัดกิจกรรมศักดิ์ศรีความเป็นมนุษย์และสิทธิมนุษยชนพื้นฐาน โดยให้ผู้เข้าร่วมอภิปรายถึงสิ่งจำเป็นในชีวิต ซึ่งสรุปผลการอภิปราย สิ่งจำเป็นในชีวิตประกอบด้วย
- สิทธิในการเข้าถึงบริการทางสุขภาพที่ดี มีบริการสุขภาพรองรับ ไม่เป็นหนี้สินจากค่ารักษาพยาบาล
- สิทธิในการจ้างงานที่มั่นคง การประกันรายได้แรงงานรายวันที่แน่นอน จ่ายค่าจ้างตรงกำหนด ไม่ถูกคนกลางหักค่าวัตถุดิบ และเพียงพอกับการดำรงชีพของสมาชิกครอบครัว ไม่เป็นหนี้เงินกู้
- สิทธิในที่พักอาศัยที่เข้าถึงได้และปลอดภัย
- ค่าใช้จ่ายในการทำเอกสารประจำตัวที่ไม่สูงเกินจริง ปัจจุบันต้องจ่ายสูงประมาณคนละ 12,000 บาท)
และยังมีกิจกรรมคือ “เรือมนุษย์” เพื่อวิเคราะห์ความเข้าใจหลักการสิทธิมนุษยชน ศักดิ์ศรีความเป็นมนุษย์และหน้าที่รับผิดชอบของแรงงานในประเทศไทย ผ่านการจำลองสถานการณ์หากมีผู้โดยสารในเรือที่กำลังจะอับปาง จะเลือกใครให้มีสิทธิรอดหรือไม่รอด เพราะเหตุผลใด
หลังจากนั้น แต่ละกลุ่มได้ร่วมกันอภิปรายถึงความสนใจ โอกาส และความเป็นไปได้ในการรวมกลุ่มซึ่งเบื้องต้นพบว่าแรงงานมีความสนใจต่อการรวมกลุ่ม เนื่องจากเห็นตัวอย่างกลุ่มแรงงานในพื้นที่จังหวัดอื่น ที่ผ่านมายังไม่กล้าเจรจาต่อรอง โดยเฉพาะในประเด็นค่าจ้างค้างจ่าย ด้วยเกรงจะถูกนายจ้างกลั่นแกล้งหรือทำร้าย นอกจากนี้ มีความสนใจให้จัดอบรมประเด็นสิทธิที่เกี่ยวกับค่าจ้าง วิธีการแก้ไขเมื่อเกิดปัญหา รวมถึงการขอใบอนุญาตขับรถ

กิจการเพื่อสังคม (Social Enterprise): ทางเลือกในการจัดตั้งแรงงานของหมอนวดไทย
“หมอนวด” เป็นอาชีพที่มีหลากหลายมิติในประเทศไทย ตั้งแต่การรับรู้ของคนทั่วไปจนไปถึงรูปแบบการจ้างงาน หมอนวดมีการจ้างงานทั้งแบบพนักงานในร้านนวด “หมอวิ่ง” แบบฟรีแลนซ์ หรือหมอนวดแพลตฟอร์ม แต่ใดๆ แล้ว หมอนวดมักเป็นอาชีพที่ถูกเอารัดเอาเปรียบได้ง่าย สำหรับหมอนวดที่ประจำอยู่ร้านก็มีข้อกำหนดมากมาย ในบางร้านหากหยุดหรือลางานอาจต้องจ่ายค่าเสียผลประโยชน์ให้กับร้านด้วย ส่วนหมอนวดฟรีแลนซ์และแพลตฟอร์มก็เสี่ยงอันตรายจากการโดนล่วงละเมิดทางเพศและการไม่มีหลักประกันในอาชีพ ทั้งยังถูกมองหรือเข้าใจผิดจากลูกค้าว่าเป็น sex worker ทำให้สภาพการทำงานยิ่งยากเข้าไปอีก ทั้งๆ ที่เป็นอาชีพสำคัญ สร้างชื่อเสียงและมูลค่าทางเศรษฐกิจให้กับประเทศไทยอย่างมาก และด้วยลักษณะที่มีความกระจัดกระจายของอาชีพหมอนวดก็ทำให้ยากต่อการรวมตัวเป็นกลุ่มก้อนได้
เมื่อประมาณ 3 ปีก่อน เพจ Facebook ชื่อ “Thai Therapy Spa At Home” ได้เริ่มเปิดตัวขึ้น โดยที่ผู้ใช้งานสามารถเข้าไปติดต่อเพื่อนัดหมายรับบริการนวดสปาตามบ้านได้อย่างสะดวกสบาย แล้วหมอนวดกลุ่มนี้มารวมตัวกันได้อย่างไร? ย้อนกลับไปช่วงก่อนที่จะเกิดโรคระบาดโควิด-19 ในปี 2019 เริ่มมีกลุ่มหมอนวดจำนวนหนึ่งพูดคุยกันว่าจะทำอย่างไรได้บ้างให้เพื่อนร่วมอาชีพสามารถรวมตัวกันเป็นกลุ่มเพื่อพัฒนาคุณภาพชีวิตร่วมกันได้ ในช่วงแรกจึงเป็นการรวมกลุ่มเพื่อช่วยกันหาและกระจายงาน ใครมีงานเข้ามาก็มาจ่ายงานให้เพื่อนโดยไม่คิดค่างานหรือค่านายหน้า
เมื่อกลุ่มเริ่มเติบโตขึ้นเรื่อยๆ ปัญหาที่ใหญ่กว่าก็เริ่มปรากฎให้เห็นชัดเจน ทำให้เกิดคำถามตามมาว่า เพื่อนหมอนวดที่รับงานแบบฟรีแลนซ์หรือแพลตฟอร์มที่ต้องเผชิญกับความไม่มั่นคงทางอาชีพและการใช้ชีวิต จะเป็นไปได้ไหมที่นอกจากจะช่วยหางานให้เป็นครั้งคราวแล้ว ยังมีหนทางที่เป็นรูปธรรมในการยกระดับความมั่นคงทางอาชีพและสวัสดิการของสมาชิกกลุ่ม?
ในช่วงแรกกลุ่มมีผู้ร่วมก่อตั้งทั้งหมด 12 คน และสมาชิกประมาณ 60-70 คน โดยสถาบันแรงงานและเศรษฐกิจที่เป็นธรรมให้คำปรึกษาในเรื่องการรวมกลุ่มจัดตั้ง และช่วยเหลือสนับสนุนในการริเริ่มดำเนินงานจนได้พัฒนามาเป็นรูปแบบของกิจการเพื่อสังคม (Social Enterprise) ในปี 2023 โดยมีจุดประสงค์ให้เกิดการจ้างงานหมอนวดและระบบสวัสดิการโดยไม่แสวงหาผลกำไร ซึ่งปัจจุบันการดำเนินงานเริ่มเข้มแข็งขึ้นอีก มีการจ่ายงานให้สมาชิกแบบแบ่งเขตในพื้นที่กรุงเทพมหานคร ทำให้หมอนวดมีงานมีรายได้ เมื่อเกิดปัญหาก็สามารถปรึกษากันในกลุ่มได้ โดยที่กลุ่มอยู่ระหว่างการสร้างระบบกองทุนจัดสวัสดิการ โดยจะเก็บจาก 20% ของส่วนแบ่งค่าบริการนวดที่ได้ในแต่ละครั้ง ในขณะนี้ที่ระบบสวัสดิการยังไม่สมบูรณ์ ภายในกลุ่มก็ไม่ได้นิ่งนอนใจต่อปัญหาของเพื่อนสมาชิกและมีการหนุนช่วยกันผ่านการเรี่ยไรเงินเพื่อสมทบช่วยเหลือไปตามกรณี
ปัจจุบัน กลุ่มก็ยังคงเผชิญกับความท้าทายด้านโครงสร้างที่ต้องหาทางแก้ไขต่อไปเพื่อการเติบโตในระยะยาว ในการประชุมครั้งล่าสุดของกลุ่ม สมาชิกได้ร่วมกันพัฒนาแผนที่ครอบคลุมเพื่อปรับปรุงการบริหารจัดการ เสริมสร้างความมั่นคงทางการเงิน
และการประชาสัมพันธ์เพื่อเข้าถึงสาธารณะ โดยกลุ่มได้ตัดสินใจที่จะเปลี่ยนชื่อและรีแบรนด์เป็น “Thai Care Co-Op” ในเร็วๆ นี้ เพื่อสะท้อนโครงสร้างแบบสหกรณ์และเป้าหมายที่กว้างขึ้นจากเดิมที่รับเฉพาะกลุ่มหมอนวด ก็จะขยายขอบเขตไปถึงคนทำงานดูแลในรูปแบบอื่นๆ ด้วย เช่น แม่บ้านหรือพี่เลี้ยงเด็ก
เมื่อมองไปข้างหน้า ทางกลุ่มตั้งเป้าหมายที่ลึกซึ้งยิ่งขึ้นเพื่อให้เกิดผลลัพธ์ที่มีประสิทธิภาพมากที่สุด โดยการสร้างรากฐานที่เข้มแข็งเพื่ออำนวยความสะดวกในการรวมกลุ่ม หมอนวดที่มีประสบการณ์มากจะช่วยเหลือให้คำแนะนำกับสมาชิกที่มีประสบการณ์น้อยกว่าเพื่อพัฒนาทักษะและความเป็นมืออาชีพ และจะมีการนำเสนอผ่านสื่อสังคมออนไลน์เพื่อส่งเสริมอาชีพนวดไทยด้วย ซึ่งจะทำให้เกิดความตระหนักถึงคุณค่าทางด้านวัฒนธรรมและเศรษฐกิจของอาชีพหมอนวด
ด้วยการแก้ไขปัญหาทางโครงสร้างเหล่านี้และมุ่งเน้น
ที่การพัฒนาอย่างยั่งยืน Thai Therapy Spa At Home หรือ Thai Care Co-Op ในอนาคต ไม่เพียงแต่จะช่วยปรับปรุงชีวิตความเป็นอยู่ของหมอนวดเท่านั้น แต่ยังแสดงให้เห็นว่า การเปลี่ยนแปลงนี้สามารถเกิดขึ้นได้กับอาชีพอื่นๆ ด้วย กุญแจสู่ความสำเร็จอยู่ที่การร่วมมือกันอย่างเข้มแข็ง การเข้าใจถึงความท้าทายที่เพื่อนร่วมอาชีพต้องเผชิญ และการสนับสนุนซึ่งกันและกันเพื่อสร้างการเปลี่ยนแปลงที่แท้จริงและเป็นรูปธรรม
การจัดตั้งแรงงานในรูปแบบกิจการเพื่อสังคม (Social Enterprise) ก็เป็นแนวทางที่สร้างสรรค์ในการแก้ไขปัญหาด้านแรงงานและส่งเสริมความเป็นธรรมในสังคม โดยมุ่งเน้นการผสานเป้าหมายทางสังคมเข้ากับการดำเนินธุรกิจที่ยั่งยืน โดยเฉพาะในกลุ่มแรงงานที่ไม่ได้รับการคุ้มครองอย่างเพียงพอ เช่น แรงงานแพลตฟอร์มหรือแรงงานข้ามชาติ
Thai Therapy Spa at Home เป็นตัวอย่างหนึ่งของความเป็นไปได้ที่เกิดขึ้นเมื่อคนทำงานมารวมตัวกัน ถึงแม้ว่าหนทางข้างหน้ายังอีกยาวไกลและต้องใช้ระยะเวลาในการฟูมฟัก แต่กิจการเพื่อสังคมนี้ก็ยังคงเป็นแนวทางตัวอย่างในการสร้างพลังและความเท่าเทียมด้านแรงงานให้เกิดขึ้นในประเทศไทย
