The emergence of platform economy have transformed Thailand’s labor landscape, bringing with it a series of labor rights challenges that are widely discussed yet remain unresolved. Despite these ongoing conversations, real change continues to be elusive.
Day after day, workers begin to question whether labor rights or even human rights hold any value for platform companies and higher authorities. As they persist in advocating for fair employment, the need for unity and collective action becomes ever clearer. It’s time to realize that true progress can only be achieved by standing together and demanding change.
In 2019, as Foodpanda expanded its operations into Trang and Krabi provinces, other platforms soon followed. Many riders seized the opportunity to earn more by working for multiple platforms. When the local Foodpanda office discovered, they imposed a prohibition, restricting riders from holding jobs with other platforms. Feeling this restriction was unfair, a group of riders came together to protest, taking collective action through mass resignations and system shutdowns, which disrupted company operations.
The pressure from these actions eventually led to a policy change that allowed riders to work for multiple platforms. This modest yet impactful success underscored the power of solidarity, showing how even a small, organized group can drive meaningful policy changes.
There’s also the case of Grab riders who have actively advocated for accident insurance coverage. For nearly two years, they sent open letters to government agencies and organized campaigns to voice their demands.
Their effort paid off when Grab introduced accident insurance for riders, even with limitations. This coverage only applied during working hours and did not include incidents outside of motorbike accidents. Despite the conditional coverage, the introduction of insurance marked a critical step forward for riders seeking better protections. While it can’t be said for certain that Grab directly implemented insurance changes due to riders’ demand, it’s clear that sustained collective action, even when progress is gradual, can lead to a real changes.
Considering the working conditions of riders, whose offices are literally on the road, they face numerous unimaginable risks every day. It raises concerns that, in such a perilous environment, accident insurance must be fought for rather than automatically provided as a standard protection. This is just one of many issues they continue to face.
In the face of challenges, solidarity and persistence are essential. A united collective voice amplifies demands and addresses not only immediate needs but also drives substantial change for workers.

การจัดตั้งเพื่อการเปลี่ยนแปลง: น้อยแต่มาก
การเกิดขึ้นของงานแพลตฟอร์มก่อให้เกิดการเปลี่ยนแปลงในภูมิทัศน์แรงงานในประเทศไทย นำมาซึ่งความท้าทายในประเด็นสิทธิแรงงานที่มีการพูดถึงกันอย่างกว้างขวางมาโดยตลอดแต่ยังคงไม่ได้รับการแก้ไข แม้ว่าจะมีหยิบยกประเด็นปัญหาด้านการจ้างงานมาพูดกันอย่างต่อเนื่อง แต่การเปลี่ยนแปลงที่แท้จริงนั้นยังคงอยู่ห่างไกล
หลังจากต้องเผชิญการถูกเอารัดเอาเปรียบและความไม่ยุติธรรมในการจ้างงานมายาวนาน แรงงานส่วนใหญ่เริ่มเกิดคำถามว่าสิทธิแรงงานหรือแม้แต่สิทธิมนุษยชนยังมีความหมายต่อบริษัทแพลตฟอร์มหรือหน่วยงานที่มีอำนาจเกี่ยวข้องบ้างหรือไม่ ในขณะที่แรงงานยังคงต้องเรียกร้องความเป็นธรรมในทุก ๆ วัน สิ่งที่ชัดเจนขึ้นเรื่อย ๆ ก็คือความจำเป็นที่จะต้องเกิดการรวมกลุ่ม และต่อสู้ร่วมกัน เพราะการเปลี่ยนแปลงที่แท้จริงจะเกิดขึ้นได้เมื่อแรงงานยืนหยัดร่วมกันและเรียกร้องเพื่อการเปลี่ยนแปลงนั้น
ช่วงประมาณปี 2019 Foodpanda ขยายกิจการไปยังจังหวัดตรังและกระบี่ หลังจากนั้นแพลตฟอร์มอื่น ๆ ก็เริ่มตามมา ไรเดอร์หลายคนใช้โอกาสนี้เพื่อเก็บเงินหารายได้ให้มากขึ้นโดยการรับงานจากหลายแพลตฟอร์ม ทว่าเมื่อสำนักงาน Foodpanda ในพื้นที่ทราบเรื่องก็ได้ออกข้อบังคับห้ามไรเดอร์รับงานหลายแพลตฟอร์ม เมื่อเกิดข้อบังคับนี้ ไรเดอร์จำนวนหนึ่งรู้สึกว่าข้อบังคับนี้ไม่เป็นธรรมจึงรวมตัวกันประท้วงโดยการปิดระบบไม่รับงาน หรือแม้กระทั่งลาออก ซึ่งทำให้การดำเนินงานของบริษัทเกิดอุปสรรค
แรงกดดันจากการประท้วงเหล่านี้นำไปสู่การเปลี่ยนแปลงข้อบังคับอย่างรวดเร็ว โดย Foodpanda อนุญาตให้ไรเดอร์สามารถรับงานหลายแพลตฟอร์มได้ ความสำเร็จในระดับพื้นที่นี้อาจเรียกว่าเล็กน้อยแต่ก็ปฏิเสธไม่ได้ว่าส่งผลกระทบชัดเจนต่อการออกนโยบายของแพลตฟอร์ม และได้เน้นย้ำถึงพลังของความอันหนึ่งอันเดียวกันของไรเดอร์

อย่างไรก็ตาม ความพยายามอย่างไม่ลดละนี้ก็ได้รับผลตอบแทน เมื่อ Grab เริ่มให้ความคุ้มครองประกันอุบัติเหตุสำหรับไรเดอร์ ถึงแม้ว่าจะยังมีข้อจำกัดความคุ้มครองที่มีผลเฉพาะช่วงเวลาทำงานเท่านั้น และไม่รวมถึงอุบัติเหตุที่เกิดขึ้นนอกเหนือจากอุบัติเหตุจากรถจักรยานยนต์ ถึงแม้ความคุ้มครองที่ได้รับจะมีเงื่อนไข แต่ก็ถือเป็นก้าวสำคัญสำหรับไรเดอร์ที่ต้องการการคุ้มครองที่ดีขึ้น แม้ไม่สามารถยืนยันได้อย่างแน่ชัดว่า Grab ได้ออกนโยบายมาเพราะการเรียกร้องของไรเดอร์โดยตรง แต่เห็นได้ชัดว่าการรวมพลังอย่างต่อเนื่อง แม้ว่าความคืบหน้าอาจเกิดขึ้นอย่างค่อยเป็นค่อยไป สามารถนำไปสู่การเปลี่ยนแปลงที่แท้จริงได้
เมื่อคำนึงถึงสภาพการทำงานที่เสี่ยงภัยตลอดเวลาของไรเดอร์จากการต้องใช้ชีวิตอยู่บนท้องถนน ทำให้ความจริงที่ว่าไรเดอร์ต้องลงมือต่อสู้เพื่อให้ได้มาซึ่งประกันอุบัติเหตุ และไม่ได้ได้มาจากการคิดคำนึงแต่ต้นของบริษัทแพลตฟอร์ม เป็นความจริงที่น่าเศร้าใจอย่างมาก และนี่เป็นเพียงแค่หนึ่งในอีกหลายปัญหาที่ไรเดอร์ยังคงต้องเผชิญอยู่
ท่ามกลางความท้าทายเหล่านี้ ความเป็นอันหนึ่งอันเดียวกันและความมุ่งมั่นเป็นสิ่งสำคัญ เสียงที่รวมกันของคนงานจะทำให้ข้อเรียกร้องนั้นมีพลังขึ้นและไม่ใช่เพียงข้อเรียกร้องเร่งด่วน แต่เป็นการเปลี่ยนแปลงอย่างยั่งยืนสำหรับแรงงานในเศรษฐกิจแพลตฟอร์มทุกคน
